Cedric Philibert

Research Associate, Ifri Energy & Climate Center

Cédric Philibert is an independent consultant and senior analyst on energy and climate issues, with a focus on renewable energies for industry and transport, and the role of electrification and hydrogen in the decarbonization of the global economy. He is also a research associate at the Institut français des relations internationales (Ifri) and the Australian National University (ANU). He also teaches at Sciences Po Paris. He worked for 19 years at the International Energy Agency (IEA): first with the Energy and Environment Division, in charge of developing the international framework for combating climate change. In 2009, he joined the Renewable Energy Division as head of technology issues.

Cédric Philibert began his career as a journalist, then became advisor to the French Minister for the Environment (1988-1990). In 1990, he published La Terre brûle-telle? and Du Neuf sous le soleil (Calmann-Levy). From 1992 to 1998, he advised the Director General of the French Environment and Energy Management Agency (ADEME), before joining the United Nations Environment Program (UNEP) in 1998, then the IEA. He retired from the IEA at the end of October 2019. A graduate of the Institut d’études politiques de Grenoble, Cédric Philibert has published numerous articles in peer-reviewed journals and other newspapers, and contributed to numerous books and reports.
